Shreveport State Representative Steven Jackson pre-filed a bill ahead of the 2025 Regular Legislative Session that would require anyone convicted more than once for solicitation of prostitution to register as a sex offender.
State Representative Steven Jackson, D-Shreveport, is sending a message to those who are convicted of solicitation of prostitution that repeat offenders, so-called “johns,” should face tougher penalties. Rep. Jackson pre-filed a bill this week [ahead of the April 14 start date] for the 2025 Regular Legislative Session that would require anyone convicted more than once for solicitation of prostitution to register as a sex offender.
The current punishment, spelled out in Louisiana’s criminal code [RS 14:83], calls for a maximum fine of $750 and/or a six-month jail sentence. Jackson’s House Bill 5 would also maintain the increased punishment for repeat solicitation convictions, which includes a maximum possible fine of $2,000 and/or one year behind bars. Jackson described his reasoning for adding the sex offender registration requirement for repeat offenders. “It’s just merely a misdemeanor. And so, maybe people will think twice if they have to register as a sex offender as a more serious crime.”

Why should Johns think twice if they’d have to register? It’s not like it’s punitive or anything.

I sworn you guys said the registry was a tool for parents to keep their kiddies safe. Not for people to “think twice” before they commit a crime. You basically admitted the registry is a deterrent to crime. In other words, it’s punishment, because it’s the punishment of being on a registry that deters.
This is actually a good article written and the forum should take the time to read as it gives the punishments to the PFR of a sex conviction in addition to given other data associated with a sex conviction/registration.
As for Northern LA where the bill originates from, it is Northern LA…who wants to solicit there and why is this gent worried about it? Preparing for his next election campaign?
They’re admitting the registry is punishment. The “public safety” argument falls apart under scrutiny and closer examination. Politicians are telling on themselves every time a “registerable offense” is added.

Where are all the victims? 10’s of millions of men have solicited 2 or more times over the course of their lifetime. So, if all of them are genuinely F&H RIsks…
Where are their hundreds of millions of victims, and how does nobody notice what these guys are up to? Millions upon millions of F&H “Events” every single year for… well in this case for the last, forever…. nobody notices anything, and nothing gets reported?
How is that possible? Also, if this is what is happening, and this is what has been happening for several thousand years, is it really a problem? Seems to me, that given the volume involved, and for how long…. with no reporting….whatever the results of these guys’s behaviors are just accepted as a normal part of life?
If not, why no reports?
Politicians don’t get caught because they get expensive escorts, take them on “ vacations” and bill it all to taxpayers. Or just go out of the country so the Feds can’t bust them. If I remember, a politician was buying underage girls for sex, but since it was in South America, he didn’t face any legal issues in U.S. This happened maybe 12 yrs ago.
According to that map, I find it odd that Hawaii doesn’t have any restrictions on where a person on the registry can live, yet they have a 1,000 ft restriction on where they can work near a school, park or daycare. That basically excludes most jobs since everything is packed together in Hawaii—particularly Honolulu. It’s like the state is fine with a registered person being unemployed and homeless on the street
its the lords work in LA , back to mid evil days. so a fat guy or ugly guy that is sexual deprived in life anyways we all have needs. a little emoitional maybe a conversation a companion which is very hard for some. rejection is a human feeling, hooking up is a way help men like us to feel wanted again stop the insanity
